How is the limited spectator capacity for athletic events regulated?

Spectator capacity is at 50% right now. Spectators must have a ticket to enter an event. This means tickets must be reserved/purchased in advance and limited numbers will be available. No ticket, no entry to the event. Schools can decide to lower that 50% capacity if they feel that is needed for safety. Each game could possibly change and some schools are not allowing spectators at all.
